The Cambodian Center for Regional Studies (CCRS), Nelson Mandela Centre at the Faculty of Political Science, Chualongkorn University, and Asia Pacific Centre for the Responsibility to Protect (APR2P), University of Queensland co-organized the Workshop on the Responsibility to Protect and Atrocity Prevention: Continuing Relevance Amidst Challenges and Constraints on 20-21 March 2025, at Sunway Hotel Phnom Penh.

                                                This session will introduce the concept and principle of the Responsibility to Protect and the three pillars related to its implementation.  Specifically, the session will provide a brief overview of the R2P principle, its adoption in the UN General Assembly in 2005, and why it remains relevant in the world today.  It will also focus on its relevance to Cambodia’s historical experience and why the country remains a major hub for promoting and implementing this principle on atrocity prevention and response.

9:00-11:00Session 2: R2P and Atrocity Prevention in Practice
 
This session will focus on the state of R2P and atrocity prevention since its adoption in the UN General Assembly in 2005.  It will focus on the critical challenges and constraints to the implementation of R2P at various levels, using Myanmar as a case study and how ASEAN has responded to the crisis in the country before and after the coup of 2021.

                                                This session will focus on the importance of accountability and pursuit of justice in promoting and implementing R2P.  Specifically, it will look into North Korea as a case study and the challenges faced by the International Criminal Court in holding perpetrators of atrocity crimes accountable.
