About the Role Players:
H.E. Ms Teo Lay Cheng is Singapore’s Ambassador to the Kingdom of Cambodia. Prior to the appointment, she was Director of Strategic Communications at the Ministry of Foreign Affairs, Singapore. In 2017, Ms Teo set up the Strategic Communications Directorate. A year later, she steered the Ministry’s year-long communications campaign for Singapore’s ASEAN Chairmanship. From 2009 to 2013, Ms Teo was part of the pioneer team at the Singapore Permanent Mission to ASEAN in Jakarta, serving as Deputy Permanent Representative and Head of Chancery, with the diplomatic rank of Minister-Counsellor. Before that, she was Deputy Chief of Mission and Head of Chancery at the Singapore Embassy in Bangkok. Ms Teo has also held other appointments at the Ministry’s headquarters, covering Southeast Asia, Public Affairs and ASEAN. Ms Teo graduated with a Bachelor of Social Sciences (Honours) from the National University of Singapore. In 2009, she received the Public Administration Medal (Bronze). Ms Teo paints in her spare time and has edited coffee table books on ornithology and Chinese opera genres in Singapore. She also has a keen interest in pottery.

H.E. Ambassador Pou Sothirak is a retired academic currently serving as the Distinguished Senior Advisor to the Cambodian Center for Regional Studies (CCRS). He was the Executive Director of the Cambodian Institute for Cooperation and Peace from May 2013 to August 2023. He was appointed as Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia from September 2013 to January 2014. He was a Visiting Senior Research Fellow at the Institute of the Southeast Asian Studies (ISEAS) in Singapore from January 2009 to December 2012. He also served as Cambodian Ambassador to Japan from April 2005 to November 2008. He was elected Cambodian Member of Parliaments twice during the national general election in 1993 and 2003. He was appointed as Minister of Industry Mines and Energy of the Royal Government of Cambodia from 1993 to 1998. He has written extensively on various issues concerning the development of Cambodia and the region.
