From 19-22 April 2026, Amb. Pou Sothirak, Distinguished Senior Advisor to CCRS, was invited to speak at the 2nd China-Cambodia-Thailand Track II Dialogue in Beijing, organized by the China Foreign Affairs University. His observations of the meeting were as follows:
I attended the 2nd Track II Dialogue among experts, scholars, and representatives from media and CSOs groups from China, Cambodia and Thailand in Beijing to advance the full and effective implementation of the five-point consensus reached at the Fuxian Meeting on 29 December 2025 in order to ease tensions between Cambodia and Thailand, thereby contributing to regional peace and stability.
This type of track 2 discussions contribute viably to promote better understanding and mutual respect and can pave the way for peaceful resolution to the border conflict between Cambodia and Thailand.
Sincere complements should be given to China Foreign Affairs University (CFAU) for the successful outcomes to this important Dialogue where consensus have been reached among the participants from Cambodia and Thailand over important issues concerning: (1) the Guiding Public Expectations and Creating an Atmosphere of Easing Tensions; (2) Resuming Cross-border Economic Activities and People-to-people Exchanges in Border Areas; and (3) Safeguarding the Rights and Interests of Displaced Person.
The dialogue highlighted the keen undertaking by China in stepping into the role of regional mediator to halt hostility, restores peace, and manage the border conflict between Cambodia and Thailand to transform this regional crisis toward peace and stability for whole region of Southeast Asia beyond the conflicts between two countries.
If the spirit of Fuxian Ceasefire Agreement can be realized effectively and in full, China is poised to become global peacemaker and international law upholder. And Cambodia and Thailand can live in peace together, once again.
