About the Role Players:
Dr.Professor Shotaro Hamamoto has been Professor of the Law of International Organizations, Graduate School of Law, Kyoto University since 2009. His education background is LL.B.(Kyoto), LL.M.(Kyoto), Docteur en droit (Paris II). Professor Hamamoto has deep academic experience in the field of international law. He was Visiting Professor at the Université de Paris I (2009), Sciences Po de Paris (2012), Université de Strasbourg (2019). He was Professor at the Hague Academy of International Law (2019). His other professional activities include being the Co-Chair of the Committee on Procedure of International Courts and Tribunals, International Law Association (2016-2020); Member, Scientific Advisory Board, Max Planck Encyclopedia of International Procedural Law (2018- ); and Member, Advisory Board, Max Planck Encyclopedia of Public International Law (2019- ). Other than that, he also provided counsel for Botswana in Legal Consequences of the Separation of the Chagos Archipelago from Mauritius (ICJ, Advisory Opinion, 2018-2019); Counsel and Advocate for Japan in Whaling in the Antarctic (ICJ, Australia v. Japan, New Zealand intervening, 2010-2014), Hoshinmaru (ITLOS, Japan v. Russia, 2007), and Tomimaru (ITLOS, Japan v. Russia, 2007). Assistant for the Spanish Government in Fisheries Jurisdiction (ICJ, Spain v. Canada, 1997-98). He was also the Japanese Delegate to UNCITRAL and to the OECD Investment Committee.
Ambassador Pou Sothirak is a retired academic currently serving as the Distinguished Senior Advisor to the Cambodian Center for Regional Studies (CCRS). He was the Executive Director of the Cambodian Institute for Cooperation and Peace from May 2013 to August 2023. He was appointed as Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia from September 2013 to January 2014. He was a Visiting Senior Research Fellow at the Institute of the Southeast Asian Studies (ISEAS) in Singapore from January 2009 to December 2012. He also served as Cambodian Ambassador to Japan from April 2005 to November 2008. He was elected Cambodian Member of Parliaments twice during the national general election in 1993 and 2003. He was appointed as Minister of Industry Mines and Energy of the Royal Government of Cambodia from 1993 to 1998. He has written extensively on various issues concerning the development of Cambodia and the region
